Data-driven decision-making has emerged as a critical strategy for improving human resource management within federal agencies. As public organizations face increasing pressure to enhance efficiency, workforce performance, and accountability, the use of data analytics and evidence-based management practices has become an important tool for guiding personnel policies and administrative decisions. Federal human resource offices increasingly rely on workforce analytics, performance metrics, and employee survey data to inform decisions related to hiring, workforce planning, employee engagement, and talent management. Despite growing interest in evidence-based management, questions remain regarding how effectively federal agencies utilize workforce data to improve organizational outcomes. This study examines the role of data-driven decision-making in federal human resource management by analyzing how workforce analytics and performance indicators influence human capital strategies across federal agencies. Using publicly available datasets, including workforce demographic data and the Office of Personnel Management’s Federal Employee Viewpoint Survey (FEVS), the research evaluates whether data-informed human resource practices are associated with improvements in employee engagement, workforce productivity, and organizational effectiveness. Guided by contemporary public administration perspectives emphasizing performance management, organizational learning, and evidence-based policymaking, the study applies quantitative analysis to assess the relationship between workforce data utilization and HR management outcomes. The findings aim to contribute to the public administration literature by providing empirical insight into how federal agencies leverage workforce data to strengthen human capital management. The study also offers practical implications for policymakers and federal administrators seeking to enhance workforce planning, improve personnel decision-making, and strengthen institutional performance in the federal civil service.
