This study investigates the underrepresentation of women in executive ranks at the VA, using a multimethod approach informed by Representative Bureaucracy Theory. Interviews with employees in the GS-15 and SES grades reveal nuanced structural and cultural barriers that prevent or slow executive promotion. Quantitative data from OPM and VA surveys confirm a significant disparity in executive promotion despite female workforce majorities. The study contributes to public administration by illuminating general and intersectional barriers and offering actionable insights for federal hiring reform.
